Earlier, while discussing bills, people's deputies from the "Samopomich" faction and some non-factional deputies blocked the presidium, preventing the holding of a plenary session. Therefore, Parubiy declared a break, inviting faction leaders to conduct consultations.
After the break, which lasted almost two hours, the Chairman of the Verkhovna Rada of Ukraine announced that during the meeting of the leaders of the deputy factions and groups an agreement was reached that in the President’s draft law № 7163 items related to the Minsk agreements were withdrawn.
"This is the norm that should unblock the session of the Verkhovna Rada. It was an agreed position”, - he said. However, the deputies continued to block the presidium, and the speaker called this situation unacceptable.
Earlier, the Rada Committee on National Security and Defense supported the amended bill № 7164 on the reintegration of Donbass, which the President Petro Poroshenko introduced.
Before this, the Committee on National Security has already examined draft laws № 7164 and № 7163. By the first deputy from the "Narodnyj Front" Andrey Teterev made corrections, which determines that the special status of Donbass is possible only on the condition of the withdrawn of the militants. The Committee recommended to finalized draft law. The draft law was finalized - this revision was added.
Earlier it became known that the Rada would consider two draft laws on the de-occupation of the Donbass. In addition, Poroshenko proposed to extend for one more year the law "On the special order of local self-government in certain regions of Donetsk and Luhansk regions", which ends on October 18.
On October 5, Rada included all three draft laws on the de-occupation of the Donbass on the agenda.
